## Description

Fetch one bank's bounded, newest-first FDIC quarterly financials.

The shared envelope's `data` identifies the institution and reports
`period_type="quarter"`. `data.quarters` holds report-date periods,
fiscal-quarter labels, and `values` dictionaries keyed by `metric_key`;
every value carries an exact decimal, unit, currency, and `as_of`.
`data.metric_definitions` echoes the requested vocabulary and its
interpretation. `meta` carries `source="fdic"` and the freshest value
timestamp on the page; `pagination` carries the 8-quarter default,
`has_more`, and `next_cursor` (maximum 40 quarters per call).

FDIC monetary metrics use **USD thousands**, not dollars: multiply a
returned monetary value by 1,000 to express dollars. A definition with
`basis="ytd_flow"` (for example `net_income_ytd`) is cumulative from the
start of that year, so do not treat it as a standalone quarterly flow.
Percent metrics have null currency. Use `banks_search_institutions`
first when you have a name; use `stocks_*` for SEC filers because an
FDIC cert is not a ticker.

To page, pass `pagination.next_cursor` back as `cursor`; stop when
`has_more` is false and `next_cursor` is null. Errors are
`unknown_entity` for an unrecognized cert and `bad_parameter` for an
unknown metric, reversed date range, or invalid cursor (schema-invalid
bounds are rejected before dispatch).

Example: `banks_get_financials(cert=628,
metrics=["total_deposits", "re_construction_land"], limit=4)`. FDIC
cert 628 is JPMorgan Chase Bank, National Association.
